PREVIOUS EFFORTS
Communities through age grades, town unions/councils, development associations, social clubs, e.t.c have been actively involved in poverty reduction activities. Govt, NGOs, Donor Agencies/International Organizations have been active players in poverty reduction with huge annual budgets on projects and programmes such as OFN, NDE, DFFRI, ADP, FSP, NALDA, MAMSER, NOA, FEAP, PAP etc


WHY PREVIOUS INTERVENTIONS FAILED

- Poor Coordination
- Absence of comprehensive framework
- Ineffective targeting
- Lack of sustainability
 
EVOLUTION OF CSDP
- Effectiveness of CDD approach in earlier projects – CPRP, LEEMP, FADAMA, etc.
- Harmonisation of CDD based interventions (CDD Social, CDD Economic)
- CPRP & LEEMP to fuse into CDD Social hence CSDP.
- A scaled-up version of CPRP and LEEMP –

The fulcrum of operation of the new development paradigm shift is based on community driven-development (CDD) concept in design, implementation and evaluation. It is based on service delivery mechanisms that are demand-driven, multi-sectoral, bottom-up approach and purely participatory in planning, implementation, monitoring and evaluation. It is imperative to note that Community-Based Poverty Reduction Project (CPRP) one of the most successful projects in the World Bank shelf (2001-2009) metamorphosed to CSDP in the pilot states, Ekiti state inclusive. The World Bank Board of Directors approved $200Million to the Federal Government of Nigeria for the implementation of CSDP on July 1, 2008 in Washington DC. Financing agreement was signed by the FGN and World Bank on 24th November, 2008 for $200m. Subsidiary Agreement was signed by FGN and Ekiti State Government on 1st April, 2009 for $5m. The project lifespan is Five Years (2009-2013).

OBJECTIVES OF THE PROJECT
- To sustainably increase access of poor people to social and natural resource infrastructure services.
- To support empowerment of community and LGAs for sustainable development.
- To encourage increased percentage of Local Government budgets that incorporate Community Development Plans (CDPs).
- CSDP expectation – Outcome.

FUNDABLE MICRO-PROJECTS
- Physical Infrastructure (Feeder Roads-construction and rehabilitation, culverts, bridges, etc)
- Social Infrastructure (Health Facilities, Water, Electricity, etc)
- Other Infrastructure (Vocational training centres, Market, etc)
- Environmental and Natural Resources Management (Erosion Control, Flood Control, Drainage System, etc)
- Safety Net Support (Fee Waiver, Workfare, etc)

NON – FUNDABLE PROJECTS
- Private Goods (Oba’s Palace, Saw mills)
- Worshipping Centres (Church, Mosque)
- Mega Projects (Airport, Dam, etc

CSDP FINANCIAL OPERATIONS AND PROCEDURES
- Preparation of Annual Workplan and Budget using an agreed Framework.
- State Agency’s Board of Directors approves Budget & Workplan.
- WB reviews to ensure compliance with the terms in Financing Agreement and Project Appraisal Document.
- WB issues a “No Objection” to execute the Budget.

EKCSDA was established by the State Government on 27th February, 2009. Its effective date of operation was 1st April, 2009 with the sole purpose of implementing Community and Social Development Project (CSDP) in accordance with the Agency Project Implementation Manual.

SUPPORT
- Establishment of the Agency by Law
- Provision of Office accommodation
- Payment of N100m Government Contribution
- Constitution and Inauguration of Board of Directors
- Staffing (agreeable to the World Bank)

DELIVERABLES FOR 2011
- Relevant key stakeholders Trained
- Baseline survey report produced
- Poverty mapping of the state completed
- Thirty-five(35) CDPs facilitated and formulated
- Twenty-five (25) CDPs funded and implementation commenced in twenty-five communities.
- Fifteen (15) CDPs completed and Fifty (50) micro-projects completed, commissioned and functional.

GOVERNMENT ROLES
- Payment of annual N100m contributions.
- Board constitution.
- Endorsement of 2011 Budget.

RISKS/POSSIBLE CONSTRAINT
- Lack of Understanding of CSDP Concept and Practice by all Stakeholders
- LGAs setting up LGRC by law
- Deliberate Political Interference in Operations of Project.
- Failure/Delay to pay Annual Contribution by State Government.
